Unpack the rar and upload the folder to the Server mods folder. Do the same locally on your machine.
Load up the Mod ServerSide as per the normal way to start a Dedicated Server mod and the map name is cis_stadium with a gametype of soccer.
Load up your client, restart FC with the Contest Mod and when it loads back up, just goto to Contest menu and then the Internet tab to join.
If you run it on the SAS server, let me know and I'll come and kick you in the leg a few times....
