Set the jumpers to reset the CMOS... or rip the battery out & press Start btn... (I think
) You may want to try that with the pc unplugged first?!?

you have checked that the graphics card is seated properly ie u didnt knock it when adding ram usualy youd get monitor saying no vga input warning
as for ram if that wasnt working youd get beep warning 1 long 2 short
just unplug your machine check everything is seated take battery out for 30seconds or longer insert again then reboot

Ok let's start simple
What MB do you have? or what machine?

What is CMOS? ...you fecking kiddin right?
Tell you what, put your computer back in the box it arrived it, and then take it back to PC World and tell them youre too retarded to own a computer
Assuming your mobo isnt fubar'd, it should beep to indicate a problem when attempting to boot. The number of beeps determines the cause of the problem....usually something is not seated properly in the mobo slots (ie: ram, cpu or graphics).
To test, take out your RAM and graphics card, then try booting up - you should get some beeps, then stick your graphics card in and boot again - again you should get beeps, then put your RAM in and boot again
