Assuming your mobo isnt fubar'd, it should beep to indicate a problem when attempting to boot. The number of beeps determines the cause of the problem....usually something is not seated properly in the mobo slots (ie: ram, cpu or graphics).
To test, take out your RAM and graphics card, then try booting up - you should get some beeps, then stick your graphics card in and boot again - again you should get beeps, then put your RAM in and boot again
Let's find out what he's got first before trying to diagnose it. He is welsh afterall, how do you expect to understand terms like "bios", "cmos" and "motherboard"
