It is a communication error with the UBI key verification servers, normally caused by firewalls. If you connect via a router make sure that it's internal firewall is set to allow FC ports full access, also check the stock windows firewall is either set to allow or completely disabled if you have a better one. As a last resort you could try disabling all fire walls and see if that works.
I do remember there was an error with McAffee stuff where it wouldn't let FC work even when ports were allowed and the firewall completely disabled, the only cure for that was to completely uninstal McAffee and install something else (if you think you need a software firewall)
